If placing something in RAM is considered making a copy, then it would be
nearly impossible to view any copyrighted material on the web without
copyright infringement. Further, viewing any document from any source
(web,
cd-rom, other on-line services, etc) would be copyright infringement.
You could go as far as to say that running software from a few years ago
was breaking the law. (They have rephrased the licence since then.) It
basically said you were only allowed to have one copy (the original) on
any media in existance at any one time. etc So, loading the program into
memory would constitute a copy...
